Where First-Time Founders in Macao Find Support
Updated: Oct 5
Macao Startup Club | A first-time founder map: community help, official schemes, and the doors that actually open.
·
The question we hear most from people who have never incorporated a company is not “what is the next unicorn idea?” It is simpler: Where do I go? In Macao the honest answer is two layers. The Macao SAR Government publishes real money, training, and one-stop company-setup services. A first-time founder still needs a human map — someone who has sat through a DSEDT form, a CPTTM classroom, or a first pitch — so those official doors do not feel like a maze.
·
That is the job of Macao Startup Club (MSC). We are a non-governmental organisation formed by young entrepreneurs and professionals. Our homepage puts it plainly: if it is your first time starting a business, we are here to help you succeed. This article is that map — MSC’s community layer first, then the official schemes we walk founders toward, with links only to government and official sites.

What first-time founders actually need
Most first-time founders in Macao are not short on ideas. They are short on a sequence. You need three things, in this order: people who will tell you the truth about the market; a legal starting point (company, tax file, and — if required — a licence); and the right public scheme at the right stage. Mixing those up is how a founder spends six months writing a grant that they are not yet eligible for.
·
MSC exists in the first layer. Government bureaux exist in the second and third. The club does not replace DSEDT, IPIM, or the Science and Technology Development Fund functions now hosted at fdct.dsedt.gov.mo. We help you arrive prepared — with a clearer plan, a warmer introduction, and a realistic sense of which official door to knock on first.
·
How Macao Startup Club helps first-time founders
If you are starting from zero, start with people, not a PDF. MSC membership is built for that: access to the club’s resources and articles; the Startup Playbook, free for members and drawn from founder experience in Macao and the Greater Bay Area; consultation on Macao’s top sectors; in-house research that is otherwise thin in this market; and networking events where you can test an idea before you spend on a shopfront.
·
Mentorship is the other door. MSC has worked with 45 startups since 2017. Recent programmes — including a 2025 track with the France Macau Chamber of Commerce — have taken university students and aspiring founders through business modelling, customer validation, and pitching, with one-on-one mentor sessions. Watch macaostartupclub.com/mentorship for the next open cohort, or write to info@macaostartupclub.com if you want to be pointed to the right conversation now.
·
Then there is the calendar. MSC’s events, partner rooms, and Startup Fest Macao 2026 (12–14 November, Macau Tower) are where first-time founders meet operators, mentors, and teams who have already filed a Young Entrepreneurs Aid form or opened a Hengqin desk. The Fest is not a substitute for a government application. It is where you learn which application is worth your next month.
·
What we will not do is invent eligibility or file a scheme on your behalf. Public money has statutory rules. Our role is to translate those rules into founder language, help you stress-test the business plan those forms ask for, and keep you in a community after the approval letter — or the rejection — arrives.
·
The official first door: Young Entrepreneurs Aid Scheme
If you are a Macao permanent resident aged 21 to 44, and your business has operated in Macao for not more than two years, the scheme most first-time founders should read first is the Young Entrepreneurs Aid Scheme (PS-1347) on the Macao SAR Government Portal. It is administered by the Economic and Technological Development Bureau (DSEDT), with granting decided through the Industrial and Commercial Development Fund (FDIC).
·
The official overview is clear. Eligible young entrepreneurs — or limited companies with over 50% of capital contributed by them — may apply for interest-free assistance of up to MOP 300,000, with a maximum repayment period of 10 years. Proceeds may be used for equipment, premises decoration, commercial concession or franchising contracts, exclusive technology or intellectual property rights, publicity and promotion, and working capital. Apply through DSEDT’s online pre-application, then submit the signed pack in person, by representative, or by post. Details and document lists live on the application page (PS-1347A).
·
Two conditions catch first-time founders. You generally need at least 42 hours of entrepreneurship training from a Macao higher-education institution or the Macau Productivity and Technology Transfer Centre (CPTTM) — unless you already hold a business-administration (or similar) higher-education degree or a diploma of at least one year. You also need a commercial enterprise registered with the Financial Services Bureau (DSF) for tax purposes, and you must not already be a debtor of the Macao SAR or a previous FDIC repayable-assistance beneficiary. DSEDT says it informs applicants of the result within 30 working days after a complete file.
·
This is where MSC is most useful. The form asks for a real entrepreneurship proposal: scope, customers, competition, publicity, people, costs, and use of proceeds. That is the same conversation we run in consultation and mentorship. Come to the club first if you want a sharper plan before you print the DSEDT form. Then use the official pages — not a screenshot in a group chat — as the source of truth. Enquiries: paje.info@dsedt.gov.mo or (853) 2888 2088.
·
After year two: SME Aid and the credit-guarantee ladder
Once your enterprise has been registered for tax at DSF for at least two years, the next official rung is the SME Aid Scheme (PS-1335). DSEDT’s portal describes interest-free assistance of up to MOP 600,000, repayable over a maximum of 10 years, for equipment, premises works, concession or franchising, technology or IP, promotion, operating capacity, working capital, or force-majeure financial difficulty. Individual owners must be Macao residents; companies need more than 50% of capital from Macao residents; the firm may employ no more than 100 people in Macao and must not be a debtor of the SAR. Owners or major shareholders provide a personal guarantee.
·
If the constraint is a bank loan rather than a government advance, read the SME Credit Guarantee Scheme (PS-1336). The official service page states a credit guarantee of up to 70% of the bank loan, capped at MOP 4.9 million, with a maximum loan repayment period of five years. The loan cannot be used to repay existing debts. You apply through a participating bank, not by walking into DSEDT alone. Typical eligibility includes at least one year of tax registration and operation in Macao, Macao-resident ownership rules, and no more than 100 local employees.
·
MSC’s advice to first-time founders is sequencing, not shopping every scheme at once. Year-zero teams usually belong on Young Entrepreneurs Aid plus training. Year-two operators graduate toward SME Aid. Credit guarantee is for founders who already have a bank conversation. IPIM’s own investing FAQ groups these same three families — investment incentives, SME support, and youth entrepreneurship — on ipim.gov.mo.
·
If you are building technology, not only a shop
Tech founders have a second stack. Effective 1 September 2026, the functions of the Science and Technology Development Fund were integrated into DSEDT; the live service site is fdct.dsedt.gov.mo. The Funding Scheme for Innovation and Research of Enterprises (2026) sets multi-level caps: matching projects with tertiary institutions up to MOP 250,000 (or MOP 500,000 if the technology provider is a local tertiary institution); non-certified enterprises up to MOP 1 million; potential or growing technology enterprises up to MOP 3 million; key technology enterprises up to MOP 5 million. Matching windows and general-enterprise rounds are published on the FDCT timetable — do not assume a window is open because last year’s PDF is still on your desktop.
·
Certification changes those ceilings. DSEDT’s Technology Enterprise Certification Programme (科技企業認證計劃) grades firms as potential, growing, or key technology enterprises, with a three-year validity. Applications run in batches through the “商社通” online system. Certification is not a vanity badge; it is the official ladder that later FDCT and policy measures look at.
·
Tax is the third tech door. Law No. 1/2021 — the Tax Incentives Regime for Companies Engaged in Scientific and Technological Innovation Activities — is published in the Official Gazette. Qualifying enterprises (commercially registered; scientific and technological innovation as the main business for more than one year; Group A profits-tax taxpayers; not debtors of the SAR) may apply via DSF for benefits that include a three-year profits-tax exemption on income from that innovation activity, stamp-duty and property-tax relief on one business-use property, and a doubled professional-tax exemption limit for certain administrative and R&D staff. IPIM points investors to DSF and DSEDT’s administrative-procedure guidelines for the current forms.
·
Company setup: IPIM’s one-stop service
Before any scheme, you need a company that exists. IPIM’s Investor’s “One-stop Service” (PS-1417) designates staff to help with Macao’s business environment, company incorporation, licence applications, and tax and commercial-law information. The official FAQ says incorporation coordinated by IPIM generally takes about 15 working days after documents are signed, and that a limited company has a statutory minimum registered capital of MOP 25,000. There is no nationality cap on shareholders. A non-resident who incorporates is not automatically allowed to work in Macao — employment permits still go through the Labour Affairs Bureau.
·
Macao’s headline tax story, as IPIM currently presents it, is a profits-tax system with a high exemption allowance and a top rate of 12%. For 2025, IPIM cites a MOP 600,000 exemption allowance, with income above that taxed at 12%. Treat those figures as the official FAQ’s snapshot and reconfirm on dsf.gov.mo for the year you incorporate. One-stop enquiries: onestopservice@ipim.gov.mo or (853) 2872 8328. Walk-in address: 1/F, Complex of Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries, Rua Sul de Entre Lagos.
·
MSC cannot notarise your articles. We can tell you, from founder experience, whether you are overbuilding a structure for a first product, which licences tend to sit on the critical path (F&B, clinics, factories, travel), and when it is smarter to use IPIM’s prior technical meetings instead of guessing. Bring the IPIM “Initial Investment Plan” questions to a club consultation and you will leave with a shorter, more honest plan.
·
The 42-hour unlock: CPTTM and training
The Young Entrepreneurs Aid Scheme is explicit: unless you already hold a qualifying business degree, you need entrepreneurship training. That is not a bureaucratic prank. It is also the cheapest way to discover that your idea needs a different customer. CPTTM runs public courses and a dedicated startup and SME management series, including business start-up planning. DSEDT has also commissioned CPTTM to deliver digital-support services for SMEs — check the current-year page on cpttm.org.mo rather than last year’s closed intake.
·
If you are already in an MSC mentorship cohort, treat CPTTM as complementary, not competing. Mentorship sharpens the story. CPTTM hours satisfy the statutory training condition and teach tools (planning, payroll, digital marketing) that a first-time operator actually uses in week four. Keep the completion certificate. The aid scheme will ask for it — or give you 180 days after approval to file it.
·
A desk and a cohort: Macao Young Entrepreneur Incubation Centre
When you need a physical base, the official incubation address is the Macao Young Entrepreneur Incubation Centre (MYEIC). The centre was established in 2015 by the then Economic Bureau and is now operated to support Macao youth innovation, including China–Portuguese-speaking technology exchange. In 2018 it was designated the first national-level maker space in Hong Kong and Macao by China’s Ministry of Science and Technology. Since 1 May 2025 it has sat at Avenida da Praia Grande, No. 517, Edifício Centro Comercial Nam Tung, 16/F and 19/F. Tel: (+853) 2872 4365.
·
MSC and MYEIC are different institutions. MYEIC is the incubation house with space, competitions, and GBA exchange programmes. MSC is the founder community and the festival organiser. First-time founders often use both: a desk and demo pathway at MYEIC, and a peer network, playbook, and mentor bench at the club. If someone tells you “Macao has no incubator,” send them myeic.com.mo. If someone tells you “Macao has no founder community,” send them macaostartupclub.com.
·
When you are ready to test Hengqin
Macao is small by design. Many first companies will still want a mainland-facing desk. The Guangdong–Macao In-Depth Cooperation Zone in Hengqin publishes the Measures for Promoting Macao Youth Innovation and Entrepreneurship (粤澳深合民生字〔2023〕2号), in force from 1 February 2024 for three years, on hengqin.gov.cn. “Macao youth” there means Macao SAR residents aged 18 to 45. A “Macao youth startup enterprise” is a firm legally established in the Cooperation Zone with Macao youth holding at least 51%.
·
For enterprises that enter a designated Macao Youth Innovation and Entrepreneurship Base and meet substantive-operation rules, the measures provide office or cubicle rent support for up to 36 months, a one-time RMB 30,000 entrepreneurship reward after six months of substantive operation, and a one-time 1:1 matching reward of up to RMB 2 million if the firm later wins a national or provincial innovation-and-entrepreneurship competition award or a Macao SAR Government non-repayable grant. Hong Kong and Taiwan youth may apply by reference. Applications run in batches through the Livelihood Affairs Bureau and the host base — 2026 windows have already been posted on the same official site.
·
MSC’s cross-border habit is the same as our local one: do not move the company because a WeChat post promised “free rent.” Read the measure, confirm you can meet substantive operation and the five-year stay-and-tax commitment, and only then treat Hengqin as chapter two. Our events and Startup Fest Startup Day are built to put Qin-Ao / Hengqin conversations in the same room as first-time Macao founders — after you know which Macao scheme you already qualify for.
·
A related door (not the first-time-founder default)
If your project is a brand opening its first store in Macao — including concepts from Portuguese- or Spanish-speaking countries, the Chinese mainland, Hong Kong, or Taiwan — IPIM and the Industrial and Commercial Development Fund also run the Scheme for Supporting the Development of Macao First-Store Economy. That is a debut-economy instrument, not a substitute for Young Entrepreneurs Aid. Read it if retail or F&B first-store economics are the actual business. Ignore it if you are a two-person software team looking for working capital.

Amounts, windows, and eligibility change. This article restates what the official English and Chinese pages said when we checked them in October 2026. It is community guidance, not legal, tax, or application advice. If a number here disagrees with the live government page, the government page wins. MSC is a founder community — we will help you read the page, not overwrite it.
·
First-time founders do not fail in Macao because the city has no support. They stall because the support is split across bureaux, funds, and a neighbouring zone, and nobody sits with them on week one. That is the gap Macao Startup Club is built to close. Join the club, then walk into the official door that matches your stage — with a plan you can defend.
